The Metropolitan Water District of Southern California blends supplies from two long-haul sources — the Colorado River, delivered through the Colorado River Aqueduct, and Northern California runoff delivered through the State Water Project — and distributes that blend to local agencies, which mix it with whatever groundwater they can pump locally.
That blend is why water quality in SoCal is so inconsistent from city to city, and sometimes from one season to the next within the same city.
